Maj. Gen. Richard J. Rowe Jr. assumed command of Joint Force Headquarters National Capital Region and the U.S.
Army Military District of Washington on June 5, 2007.General Rowe is an Infantry officer, commissioned in
October 1973 after graduation with a bachelor of arts in economics from St. Lawrence University, Canton,
N.Y., where he was a member of the Army Reserve Officer Training Corps.
Prior to his present assignment, General Rowe served as the Deputy Director and Chief of Staff for the
Army Capabilities Integration Center, part of the U.S. Army Training and Doctrine Command at Fort Monroe,
Va. From June 2004 to June 2006 his duty was as the director of operations, J-3, at United States Northern
Command, Peterson Air Force Base, Colo.
In addition to his bachelor’s degree, General Rowe earned a master of science in business administration
from Boston University in 1985, and a masters of military art and science from the Army Command and General
Staff College in 1987. He later returned to the CGSC in 1995 as a Senior Service College Fellow, Advanced
Operational Arts Fellowship, School of Advanced Military Studies. The following year he served as a seminar
leader at the Fort Leavenworth college.
Earlier command assignments include:
- Headquarters and Headquarters Battery, the School Brigade, U.S. Army Air Defense Artillery School,
Fort Bliss, Texas;
- Company A, 3rd Battalion, 19th Infantry, Fort Stewart, Ga.,;
- 1st Battalion (Mech), 5th Infantry, 2d Infantry Division, Korea;
- 29th Infantry Regiment, Army Infantry Center and School, Fort Benning, Ga.
After Fort Benning, he returned for the third time to Korea in 1999 to serve as the chief of staff for
the 2d Infantry Division, Eighth U.S. Army. He became the assistant deputy chief of staff for developments,
Training and Doctrine Command, in 2001, his first general officer billet. Two years later he became the
assistant division commander (operations) for the 82nd Airborne Division, Fort Bragg, N.C.
Joint assignments include serving as plans officer, G-3, XVIII Airborne Corps, Fort Bragg, N.C., and in
Saudi Arabia for DESERT SHIELD and DESERT STORM. He also served as the combined/joint plans officer for
Combined Forces Command/United States Forces Korea/Eighth United States Army, Korea, and of course as the
J-3 for NORTHCOM.
General Rowe’s decorations and badges include: Legion of Merit (with six Oak Leaf Clusters), Bronze Star
Medal, Defense Meritorious Service Medal, Meritorious Service Medal (with four Oak Leaf Clusters), Joint
Service Commendation Medal, Army Commendation Medal; Army Achievement Medal (with three Oak Leaf Clusters),
Expert Infantryman Badge, Master Parachutist Badge and Ranger Tab. |
